The pavilion consists of five spaces linked by a sloping passage. It presents the characteristics of urban life in different periods of Ireland and in particular the evolution of urban space. Visitors can learn about the full use of space and the idea of sustainable urban development in the country.
- Inside, visitors can take a journey through a city along the "River Liffey". En route, they can see the transformation of military buildings, the restoration of the Fine Art Galleries and the state of the country's urban transport.
- Visitors can walk down the capital city's O'Connell Street and see the evolution of the city.
